FIX: エラー処理周りでUnicodeErrorが発生しないようにする

内容

主にcore_wapper.pyでエラーが発生した場合last_error_message()を読み取ってstrにデコードしますがこの際にエラーメッセージがUTF-8ではなかった場合UnicodeErrorが発生して本来のメッセージが完全に分からなくなってしまいます。
この修正はエラーメッセージがUTF-8でなかったとしても\uxxxxといった形式に置き換えて表示してエラーメッセージが消えてしまわないようにします。
