Right now master has 30 new commits since last version release.
Realistically, there are only 2 significant changes

plot_muts got --html and --cluster options
fasta got --split and --wrap options
Ensure docs for plot muts
ensure docs for fasta.py
changelog update
bump version
tag release
make version branch

plot_muts is pretty messy right now and will probably need a lot of love at some point
