Adding a '/license' dir to:
The Red Hat container certification process, the container images must contain a “licenses” directory. Use this directory to add files containing software terms and conditions for your product and any open source software included in the image.
We should add this directory to the UBI 9.4 Dockerfile and include terms and conditions as appropriate.
