Anchor wrapper for non anchor program. In v3, contains:

• SplGovernanceV3 Solana program.

Follows structure of https://github.com/project-serum/anchor/blob/master/spl/src/dex.rs and https://github.com/project-serum/anchor/blob/master/spl/src/token.rs
