This PR does the following:

Switches the primary RDS instance to single A-Z for now. An aurora replica cluster cannot be added to a multi A-Z primary, hence the need to switch it to single.
Re-implements a static secret in secrets manager on the primary RDS instance. Also needed to allow the aurora read replica to be added
