一个辅助的启动脚本，有点像gradle wrapper。
会把sbt的jar搂到工程里，而不是使用全局的sbt

把这种系统脚本放到项目目录，合适吗？

这是为了做环境隔离，客户的项目上都是这么做的。

1. sbt自带版本管理功能，可以通过project/build.properties设置。不一定需要额外的启动脚本。
2. 大多数的Scala开源项目可能都没这么做。
