Does this mean don't ever use them both in the same quality profile PERIOD, or don't use them in the same profile with the SAME VALUE?

If I have minimum score set to 0 and both in the profile, but one at -10000 and the other at 0, is that breaking the rule? Doesn't that just mean that the format with 0 will be considered for download and the one at -10000 will NEVER be downloaded?
