Update External Contributor Page

Reason

Removing GH action it feels redundant and unnecessary, so instead:

• Removed GH action
• Removed Issue Template
• Left one example in externalContributors.json
• Created a folder under img for contributors to add their pics
• Unhid the Ambassador page thats linked on our community page site/src/pages/community/index.js

Hacktoberfest Issues updated to guide contributors on how to add their content. Example here
