This release has only one fix, but it is a rather serious one.
When sending non-ECM data and the line drops, T38Modem will hang and stop reading data from pty. This release fixes that issue.

Release of Version 3.13.0
This release contains two changes. The first is in opal 3.10.13 which fixes a Cisco CUBE bug where it starts with sequence number 32768 instead of the required 0 in UDPTL T.38 packets. The second fixes missing DTMF method in SDP on Invite. This problem caused Alcatel systems to not allow us to make a call.
This release also contains a buffer overflow fix.
This release requires opal 3.10.13 and ptlib 2.10.13 from my repositories.
New option: --force-fax-mode-delay
This release adds a new option --force-fax-mode-delay.
This is used in the case where there is a switch on the other side that detects the CNG and then switches to the fax machine. In the normal case (force-fax-mode-delay is 0 sec) we switch to T.38 mode before the switch has a chance to hear the CNG and then never switches to the fax machine. This option allows us to delay some amount of time, such as 7 seconds, to allow the switch to hear the CNG and switch to the fax machine.
Support for G.711 Passthru mode
This release supports G.711 Passthru mode with the addition of spandsp 0.0.6 plugin for Opal.
Has a change for the port numbers used to work on the Verizon network. We now use 10000-10999.
