Motivation: Just another package migration to abandon python 2
Linked issues: closes #4590

Checklist

  • Build rule all-supported completed successfully
  • Package upgrade completed successfully
  • New installation of package completed successfully

This update is just straight forward.

  • update mercutial to current upstream version
  • use generic installer
  • update python from 2.7 to 3.8
  • use SPK_USR_LOCAL_LINKS for DSM7 compatibility
