Fixed Relayer Permission Issue (Ubuntu)

Context and purpose of the change

Dockernet was having trouble starting up on ubuntu since the relayer was switched to run only in docker (instead of having the keys restored locally). This PR introduces a file permission change to resolve the issue

• Added file permission change to relayer state directory
