I've seen the odd question about working with the CLI on the plugin development Discord. So, I decided I'd contribute a basic README to help people get started with developing the CLI.
Let me know if anything needs changing. Likewise, if anything needs adding, I'm happy to work with getting it added, either as part of this PR or as part of a future one.
