Add consent document viewer to profile screen

Adds buttons to the profile screen to allow users to view their consent and hipaa authorization documents
Downloads the documents from Cloud Storage if they are not already saved locally
Adds a link to the app's privacy policy

Minor updates:

Adds additional Study IDs for beta testing
