Small Caps for the fl ligature produces lowercase fl

The source LaTeX text was:

\textsc{Reflections on the Mind of Nikola Tesla}

Since the other letters have come out well in Small Caps, my suspicion is that the fl ligature has somehow interfered with the Small Caps to produce this hybrid result.
