Just to let you know, the new protobuf version is not present in the latest released version of SLCORE, only on master branch for now

Summary
Updated the analyzers as well as the release notes for the upcoming release.
Additionally, the
ProtoBufdependency needed an update for the ITs after it was updated on SLCORE prior to its release.
