Applicability:

"included in the accessibility tree" => not(isIgnored)
Looking at ARIA state/properties: some are automatically set by HTML, even if they do not appear in the code (e.g. a <h2> has a aria-level of 2). So they need to be grabbed from the accessibility tree. See https://github.com/Siteimprove/alfa/blob/main/packages/alfa-rules/src/common/predicate/has-heading-level.ts for inspiration.

Expectation:

Need to look at ARIA state/property, so same comment.
