Describe the bug

local Web Driver creation failed creating it in incognito Mode as Bidi mode should be disabled

Environment

1. SHAFT_Engine version that exhibits the issue: 8.4.20241024
2. Desktop OS: Windows
3. Desktop Browser : Chrome, Edge, FireFox
4. Desktop Browser Version: 131

To Reproduce
create a new local web driver and set it incognito mode to true

Expected behavior
Driver should start successfully
