This job has been broken because the upload/download artifact action versions did not match.

The action that created this PR I ran manually from https://github.com/SeleniumHQ/selenium/tree/v4 branch which I did to prove out PR: #13516

Oh this is nice. If a PR for pinned browsers already exists and the action is run again, it force pushes the update. But it still didn't run the tests like I wanted...

There we go, that kicks off everything, though would be nice to have another way.
