Seldon CRD Status Removal

[ukclivecox]

What this PR does / why we need it:

• Removes the status section of the generated CRD. This is a bug in controller-gen that has not been fixed.
• Updated controller-gen to latest 0.4.1
• Updates controller-gen args to create v1beta1 CRD where needed
• Remove defaults patch as this is fixed in 0.4.1 controller-gen
