Release java wrapper

What this PR does / why we need it:
Publish new version of the Java wrapper (0.2.0), upgrading some of the dependencies.

Which issue(s) this PR fixes:

Fixes #1796

The 0.2.0 release should be propagated shortly to Maven Central and Maven Repository.

Updated Java `seldon-core-wrapper` package to `0.2.0`.
