There is a known issue with installing in orgs that don't have Idea's installed. I'm working to fix this in the next release for good, circa this weekend. If in the meantime you can enable Ideas in your org and try again thats what i would suggestion if your in a hurry.

It was not an intended association, something of a quirk of the Permission Set editor that tends to go unnoticed. I'm planning an article/blog on it to raise awareness for those packaging.
