This looks OK as a tag implementation, but I'm curious what you need it for and how it's helpful without a corresponding ASN.1 type?

NumericStrings are used in Russian national certificates for "social security number" and "individual tax number" fields and similar.
For example, Central Bank of Russia's certificate.
