docs(table): updated accessibility guidelines

What I did

1. Updated "Minimum requirements" and "Futher guidance" sections in the <rh-table> accessibility guidelines.
2. Updated Accessibility docs with a link to <rh-table> at the end of the "Accessible tables" section of the Content page.
