Adds a german translation. This is about 20% done so far, adding this as a draft so people can already tell me all the translations are wrong and I can fix them right away.

Also, be prepared to be hit with a Schlafvorbereitungsautomatisierungen here and there.

About 20% done
Translates the next 10%.

TODO:
- Add proper linebreak indicators because german words are way too long
- Unify language to make more consistent across interface
- Fix some translation to make them less literal and more interface appropriate
- Probably fix a lot of typos

Having done the Dutch translation I know the pain :P
The main thing to keep in mind is to check how the resulting text flows. In some cases, rewording or inserting explicit line breaks might be necessary to make sure text stays in bounds. This goes especially in the SteamVR overlay, since its layout is pretty much entirely unresponsive.

Yeah, that's what I expected. The web-part should be mostly fine, as I'll do a second pass at end, inserting the proper linebreak indicators and also re-translating some stuff to be less literal and more appropriate to the interface. I'll see where I get with the Steam UI stuff, but it'll probably (hopefully) be fine ^^
