It maybe sufficient to just remove alltoallv from build. We can leave source file in place. We have done similar on hypercube: code is there, but not built by default. |

Why were the changes made?
To Deprecate alltoallv test.
How was the outcome achieved?
Removed alltoallv.cu and made appropriate changes to Make file and CMakeLists.
