Support Tomcat 9 and Java 11 (#219)

* Fix duplicate dependency

* Remove old deploy plugin

* Update maven plugins. Enforce JDK 11.

* Using Jakarta JAXB

* Remove unused plugins

* Specify UTF-8

* Fix artifact name

* Update more maven plugins

* Change name

* Update log dir

* Adds Cutom VelocityTemplateEngine without logs and using specific resources folder.

* Setting log to Debug again

* Inc version and add swagger
