I may have gone a bit overboard with the config changes here, but I wanted to bring this up-to-date with the latest tools to provide a good dev experience.
As a result, Github actions run a lot faster (down to ~30sec from up to 1min 50sec before).
@andfoy Obviously feel free to close if you think this is too much.
