What is the expected enhancement?

From #5429 (review) , the OneQubitEulerDecomposer should simplify U3 gates to U2/U1 gates where possible (if simplify=True). With this, we can remove Optimize1qGates in favor of Optimize1qDecompositions in the preset pass managers.
