LGTM, given that opflow has been deprecated and the minimum duration has passed. The removal has been proposed in Qiskit/qiskit#11111 and we are ok to remove this from neko now to unblock the removal in that PR.

This PR removes legacy tests and updates those that still used the deprecated
opflowmodule andQuantumInstanceclass.
