Pin prefect version for integrations packages #13408

Pins the existing version of integrations packages until we can update them to work with Pydantic V2 and other breaking changes. Updates to accommodate breaking changes can be made on main and the 2.x branch will house versions of the integrations libraries that are compatible with 2.x versions.
