Instead of a PR closing the issue as normally is the case, there are some circumstances where the issue should be kept open a while.
For example, sometimes there an issue that get fixed and merged to dev, but the issue is such that many users could encounter it, and if the issue is closed, another user will open a new issue. In these cases it would be good to allow a new label to be added to the issue indicating to everyone that it has been resolved, but the fix can only be obtained through the dev branch.
An example of that is here; dsccommunity/ActiveDirectoryDsc#218.

I suggest adding this label to all repositories.
