feat: mini filters 4000

next step in #26098

4000-ify the mini filters

I'm using the primary orange, should I introduce a new green state for button-y things?

TODO

• tidy up the code
• deal with the window filter (why do we have two 🤷)
• deal with the hide posthog properties button
• "upsell" config and network when they are not enabled

• I think orange doesn't work well for me here. Not sure about green either, but it's personal pref
• We may need to add a quick way to clear the filters as well? Either per category or a global clear?
