Updating to 0.9.1

New updates after pull requests merged.

Modernized setup (makes not changes to features)

A new set of updates, the main changes are as follows:

1. Switch from using versioneer to setuptools_scm for version control
2. Switch to using github actions for testing
3. Switch to using pyproject.toml for configuration, no setup.cfg or setup.py
4. New directory structure to match modern configuration with tests in top level directory instead of in project folders

New features

Added support for newer versions of ptu files
