Initial rage rework
Theres 2 minor issues, one is mod cache doesnt always seem to build properly, unsure if its caused by this PR or is just some race condition, unable to recreate after latest commit though (not that it should have changed anything)
The other issue is rage effect only works in multiples of 100, unsure the best way to fix this
