Super simple, 1st-go update to converter files for new Vic3 update
Only touches output files- not C++. I do not know how to code C++.
Only touches files I had a big hand in making or updating; these are the only files I had on my computer. I do not know if other files do not work.
Only makes the files current- does not add new content, ex, dynamically change priority cultures in converted charter companies; that is coming later.
