更新 paddlepaddle 依赖库nvidia-cudnn-cu12的版本，避免和 cuda12 环境下的jax依赖(
pip install -U "jax[cuda12]")冲突，导致已安装jax的情况下，再安装paddle会重装低版本的nvidia-cudnn-cu12，导致jax无法再正常使用
