This pull request introduces a cookbook of tested recipes (actually only one basic recipe so far) for Python programming with the taxcalc package. This gives users who are comfortable with programming in Python a place to read about how to program with the Tax-Calculator taxcalc package and gives them tested recipes that they can follow, and then modify, on their own computer.
This pull request just adds to the Tax-Calculator documentation; it does not change any Tax-Calculator logic or results. However, it does use the new public Tax-Calculator API that will be introduced in release 0.14.0, so this pull request should not be merged into the master branch until just before the release of the 0.14.0 version.
