Introduces one of multiple fixes for #20 .
Support using the PostgreSQL backend in
DumpstateGet()(the function called for the/dumpstateendpoint instead of assuming that EtcD is being used. This fixes a panic occurring when querying the endpoint when Postgres is enabled. This PR also improves upon some of the error messages being reported for this endpoint.
