add fallback to a list of default versions if maven search returns errors so that users can still use openapi-generator without issues using a fixed set of released versions (e.g. 7.7.0)
later we will return fixed set of released versions as the default and search maven as a fallback (or if OPENAPI_GENERATOR_CLI_SEARCH_URL is set to
