  1. Navigate to the Report Abuse page for an existing package (e.g. https://qa.nugettest.org/packages/jQuery/2.0.3/ReportAbuse )
  2. Compare the experience of choosing "The package has a bug" and "The package failed to install".

Result: Despite being similarly disallowed, the UI handles the two selection in completely different ways.
Expected: We ought to have a single vocabulary for handling invalid options. If both experiences can be handled by showing form validation error messages, that would be ideal.
