This change adds the state used to track whether the job has been initialized or killswitched. The state is also used to track the desired event rate, which is used to speed up the job up over time. This change does not include health checks and will not slow down revalidations if the ingestion pipeline is unhealthy. This will be addressed in follow-up changes.
