Updates for noresm2.0.8

Update noresm2 branch in preparation for new release noresm2.0.8

• noresm2.0.8 will be bit-wise compatible with earlier noresm2.0.X releases
• noresm2.0.8 use Betzy tool chain 2022a, replacing 2020a
• noresm2.0.8 is a direct descendant of release-noresm2.0.6
• noresm2.0.8 in not a direct descendant of release-noresm2.0.7, which was tagged on the noresm2_1_develop branch.
  • testlist_allactive.xml is updated from noresm2_1_develop with this PR.
  • A change in config_pes.xml introduced on the noresm2 branch in commit 18b0863 has been retained.

I ran a simulations with release 2.0.6 with the updated module files in config_machines.xml (copied over manually). I get bit identical results for a fully coupled SSP534 simulation. So the updated compiler does not seem to introduce any changes.

I also get bit identical results with OMIP simulations, and I'm currently running N1850esm. Since you already checked fully coupled, I think this should be OK.
