Improve Prometheus support

Summary

This PR aims to improve the Prometheus support in Catherine-Chan. In addition, in preparation of the removal of tonetags, the metrics will not report metrics in relation to the tonetags feature. Likewise, members intents is turned off as the only feature that depended on such feature is the Prometheus metrics.
