Pin more packages to go 1.14

I noticed syncthing, ipfs, and caddy's nixos tests were broken by quic-go/quic-go#2614 after #95885.

ipfs was fixed in #96009, this catches the others. I might see if I can figure out a systematic way to find things that depend on quic-go now.
