mpsolve: switch to GitHub repository as source

This pull request updates the source for mpsolve, switching from the tarball hosted on the project's homepage to their GitHub repository. Since the GitHub repo doesn't include the configure script (unlike the tarball), I've added autoreconfHook to handle that. This change also allows us to use gitUpdater for easier future updates.
