avrdude: updates and enablement of compile-time features

Description of changes

Sort of a smörgåsbord.

• Switch from using unmaintained libelf to elfutils if possible; otherwise, use the vendored and slightly modified copy of libelf from https://github.com/avrdudes/libelf. See Switch most users from abandoned libelf to elfutils #271473
• Use finalAttrs instead of rec. See stdenv.mkDerivation: overlay style overridable recursive attributes #119942.
• Enable parallel port support on Linux.
• Enable SPI support on Linux.
• Enable hidapi support on all platforms.
• Switch from libusb-compat-0_1 to libusb1 as it appears to be compatible now
• Explain why the docs don't build on macOS
• Explain why we don't turn on HAVE_LINUXGPIO.
