Remove all instances of MPI_COMM_WORLD throughout Trilinos source code. MPI_COMM_WORLD
should only be allowed in test programs, not in libraries or source files. A test program should also be written to
ensure that no regressions occur (e.g., future pull requests should not allow reintroduction of
MPI_COMM_WORLD).
