这个 PR 做了什么? (简要描述所做更改)

开发模式下修改单个文件，会将所有页面与组件的 json 文件更新，这导致了每次修改后开发工具的加载速度过慢。这个 PR 主要是修改了开发模式下 json 文件的更新逻辑，在首次编译时全量更新，在后续修改中，按需更新。
