Add IZ and ADU projects to Catalog

DC has published data on IZ units and ADUs on the IZ and ADU Property Dashboard.

For IZ, I recommend just including projects that have a lottery date recorded. Use the lottery date as the subsidy start date.

ADU data lack information on numbers of units and date placed in service. Those fields would have to be missing.

See Prog/Dev/084_Review_LECoop_db.sas and Prog/AddNew/084_Add_new_LECoop.sas for an example of how to update and add projects to the Catalog from an external source. The first program compares and updates existing projects as needed. The second adds new projects.

Although I created one issue here, it may be better to create multiple issues to handle this assignment, such as by separating the updating and adding steps. There may also need to be a "prep" issue to update formats and so on.
