Add filters manager

The 3rd party panel is unusable, need to replace it with a proper system with sorting, grouping, batch action, and possibly profiles.

Eh, kind of, but I guess a filter store is for another day. Probably won't land in v1 of filters manager.

I'll keep that in mind when designing the UI though. If anyone has UI designs feel free to submit here.

please consider to design it in a way so you could later add subscriptions to rules(these ones: * example.com * deny) as well
